Of note is that this is also a new import into modern. Is there a modern proliferate deck that might want this?

It's counter manipulation or else untap/mana shenanigans. With Simic coming back next set there's a chance of the former. With Tezzeret expected I think the latter's more likely. Could also be to enable stally decks (please no).
That or it's a modern plant.

I highly doubt it with the way that card interacts with planeswalkers, but you can have some fun in standard with stuff like Winding Constrictor and Skyship Plunderer.

They just reprinted it in Battlebond and they could reprint it in Ravnica 3.

It could be. I think it's highly unlikely given MtG's current mechanics philosophy that there will be all new mechs for all ten guilds.

I wonder if they;d be willing to mix new and old mechanics for the guilds this time around. WOTC's gotten a lot softer on repeat mechanics, but I'm pretty sure I recall a RAv 2 article where they say they didn't like the idea of mixing the two because it would make some guilds seem less special than others.
I wonder if guild mechanics are treated a little differently. Being color restricted and sparse on the ground might open up enough design space that they already have half the ideas they need on file before they start designing the set.

They did give the Ojutai faction a returning mechanic in Dragons of Tarkir (rebound), so there's now precedence for not all factions having brand new mechanics.

options include emeria, the sky ruin, grim harvest, nim deathmantle, order of whiteclay, scarecrone, hell's caretaker, bishop of rebirth, fool's demise, palace siege... ok I'm bored of searching but anyway none of those grant haste so you'll probably need to use lightning greaves or something too. kinda janky but hey, that's combo decks these days.
