Design a blue common or uncommon for the "sea monster" spot. Big guy, but defensive unless some criteria is met.

Let's start the voting!

Frostwynde Icebreaker :3::u::u:
Creature - Serpent

~ can't attack unless an opponent controls an artifact.
~ can't block unless an opponent controls an enchantment.

Living in tunnels under the frozen surface of Frostwynde, the Icebreakers only show their heads to relieve hapless travelers of their lives and baubles.

6/7

Specter from a Lost Land
Creature – Spirit (U)
Specter from a Lost Land can't attack unless defending player controls a land that can't produce colored mana.
, : Destroy target land. Its controller puts a colorless Ruin land token onto the battlefield. It has ": Add to your mana pool."
Ever mourning the destruction of its homeland, it exacts its revenge on the cities still standing.

Cato, storyteller and Echo are top three in my mind. most of the others are overly complicated or not quite on theme.
Confused's card almost seems more white. Also sea serpents are too good of oppurtunity to pass up the block theme tie-in.
Storyteller - Neat how it involves two card types. I would've liked it more if the second ability was based on what you control.
Echo - Hating on creatures. This is made to close out games.
Cato - Sends a nice clear message to drafters. Very on-theme and very blue.

I vote Cato.

Truth or Tale :1::u:

Reveal the top five cards of your library and separate them into two piles. An opponent chooses one of those piles. Put a card from the chosen pile into your hand, then put all other cards revealed this way on the bottom of your library in any order.

Creature - Creature Cleric (u)
T: Draw a card, then discard a card.
If ~ dies as a creature, return it to the battlefield as an artifact with an ascension counter on it.
2/1

I decided this should be a set mechanic that I took from someone else's idea and put on a few commons and uncommon; cold side soul freezes into artifact warm side soul evaporates into enchantment or whatever flavor you find in your jacket. Counters for memory issues. artifacts have tap abilities, enchantments have static and triggered; keep separate for flavor and definition. Abilities must be low impact because of extreme difficulty of removing.

Target player draws three cards. Then that player discards two cards unless he or she discards an instant or sorcery card.
The alchemists of Frostwynd have little time for failed experiments.

Instant (U)
Look at the top X cards of your library, where X is the highest converted mana cost among artifacts you control. Put one of those cards into your hand and the rest on the bottom of your library in any order.
The wizards with the biggest toys play the biggest games.

(A card taking its roots from Impulse and Worldly Counsel; the X limitation justifies the cost reduction; this won't be especially useful in the first 3 turns)

Selective Attention
Enchantment (U)
Whenever you play a card, you may reveal the top card of your library. If you do, put the revealed card on the bottom of your library unless it shares a card type with the played card.

That's a little boring.

Probably.

I figured we already have a looter in the set and someone else already designed an Impulsesque card for this round. But the boring enchantment niche was wide open! :P
