Well you can, just not from Wizards directly. I've already got a list started of singles I'll need to pick up from like Troll and Toad online or at my local store.

Isn't that how most of the D&D and Pathfinder minis are sold? That and Heroclix and stuff.
I think it's just minis aimed at wargamers and painters that come outside of blind boxes.
