Priest of the Sun is a Final Judgment. Granted it's delayed, but that still seems a bit much.

Empire's Downfall should cost more to salvage, I think.

Priest was intended to be a take on False Prophet: on one hand, you can set off Priest at will. On the other hand, you can't hold it over your opponent's head forever barring intervention.

Hm... misremembered prophet as being 3-cost. I should probably pump priest to 3 at least.
