Each creature other than the creature with the highest toughness gets -X/-X, where X is the toughness of the creature with the highest toughness. (If there's a tie, no creature that shares the highest toughness suffers the -X/-X effect.)

I think a mild rephrasing might be help to make it clearer that you need to be making comparisons for all of the creatures and also that multiple creatures might be ignored.

I think the rephrasing, if one is necessary, would be "Creatures other than the creatures that shares the highest toughness gets -X/-X, where X is the highest toughness amongst creatures."

What if it just said this:

Destroy each creature that doesn't have the greatest power or tied for the greatest power.

Then it's in-pie for white and you don't have to solve a logic puzzle to figure out what it does.

toughness but yeah, this is mechanically pretty much identical and a whole lot easier to parse.

not just that. white doesn't really get -X/-X.
(not saying it is but it feels like someone just got owned by an indestructible creature and design a card out to get them) (if that case, just do exile) (but i also dislike exile if not for flavor reason)
