How the heck did they end up designing this card?

May be it was the same guy that designed Samut, Voice of Dissent?

I like it. Flips turn 3 with haste creatures on 1 and 3 and itself on 2, then provides inevitability for the rest of the game.

Obviously a top down design re: trap-filled corridor

A buddy of mine is absolutely convinced that the designers are on drugs when making these cards, I find it hard to defend to be honest.

The idea is there's a maze filled with traps and at the end of it (the center) is a big tower that shoots lasers or something and so the people are trying to traverse the maze to gain control of the tower.

Having haste, vigilance, first or double strike respresents being agile enough to survive/complete the maze, and the abilities of the tower presumably represent its offensive capabilities

I can contextualize all of the abilities of the cards that way from a flavour perspective, but the effects themselves are still really weird, and in weird combinations.

Preferred Pronoun Set: he/him/his/his/himself
Vigilant creatures carefully bystep trap triggers, hasty ones rush through fast enough to dodge everything, first/double strikers perform wonders of evasion.
And flyers don't count because fantasy writers always forget that flying is easy in their universes. Also see 2D mazes, default architecture castles, and unexplored rough landscapes (!).

If you try to reach that tower by flying over the maze you will got shot down with that white ability.

Then why have the maze at all if it only makes it harder for the tower to shoot down incoming creatures?

I like the idea of "abilities matter". It's the weird etb effect that strikes me as weird.

The etb is because all transform lands are able to do something without transforming and because it's in dinosaur colors so it helps enrage and/or control the board

The etb effect just feels so weird though. Very development-y.

The tower is zapping everyone as they try to enter the maze.
