I, Johnny Valdez, invoke the ancient rite of the Contest of Mownership, as is outlined in our Laws and Customs; I cite, below:
After a period of one month has transpired since the last contest, any member of the community may host a challenge for the rights to ownership, following the same procedures: 5 days of open submissions, followed by a public voting process spanning 3 days. The criteria is decided upon by the contested article, and starts immediately thereafter.

A month has certainly passed since the last competition, and the time is ripe for a new Mowner to ascend. We will wait for Mown, the contested article, to post here a proper criteria. Then five days of open submissions, in which I will be participating, as I wish in my heart of hearts to Mown Mown. Then, as a community, a democratic round of voting will determine Mownership for the next term.

Let this be a season of vigorous and sober-minded sport.

Make a card that isn't permanent. (It can still be a permanent, as long as it inevitably leaves the battlefield.)

Whenever a player casts an instant or sorcery spell that targets Spiteful Casualty, copy the spell for each other object or player that spell could target. Each copy targets a different one of those objects or players and has "when this spell is countered by a spell or an ability, counter each other spell that shares a name with it".

Overload replaced all instances of the word "target" with the word "each", so when you try to apply it to everything, you get spells like... "Change the each of each spell with a single each."

Spiteful Casualty would probably have to be worded like Ink-Treader Nephilim.
