I was really hoping that "assembling a contraption" was this effect though. I really like the idea of blending text boxes together.

normal cards also have flavor text, and therefore interact with flavor-text-matter cards from other un-sets

Splicing together rules text on permanents is a problem in black border because of characteristic-defining abilities. If this gets the text of both Altar Golem and Psychosis Crawler, what are its power and toughness?

(And no, timestamp order doesn't work. The effect that's giving it the text is coming from its static ability, so it has the same timestamp as the Seraph itself.)

The only artifact with "you win the game" is Darksteel Reactor. You'd need to splice on some charge counter gaining artifacts (e.g. Sun Droplet, Angelheart Vial) first.

It might be too unwieldy in practice to be black-bordered, but I don't really care to think out any of the problematic interactions that might come up.

Option A: Anything that cares about power or toughness gets two answers. So, let's say there are 12 creatures on the battlefield and you have 7 cards in hand. You attack with DIY Seraph. It is both a 12/12 and a 7/7, so you choose which number to use when it deals combat damage (most instances you would choose 12). If it takes 7 damage, it dies as a state-based action (because that's the lowest toughness it has).

Option B: You add them together. Using previously given numbers, DIY Seraph would be a 19/19.

Personally I think Option A sounds more fun for Un-sets. Were it black-border, I would expect a new ruling that would probably make Option B the outcome.
